Short description: SOLID WASTE PLAN-GARBAGE FEES Synopsis of Bill as introduced: Amends the Solid Waste Planning and Recycling Act to require municipalities with a population over 5,000 in counties with a population over 100,000 to consider, before January 1, 2001, the feasibility of implementing municipal waste quantity based user fees. Requires those municipalities to implement quantity based user fees unless the fees would pose an administrative, safety, or economic hardship. Effective January 1, 2000.
