Provides that a taxpayer is not entitled to a deduction from adjusted gross income or a credit against the taxes imposed under the Act for voluntary cash contributions to a school tuition organization. Defines school tuition organization to mean an organization that gives scholarships or tuition grants to children for nongovernmental elementary or secondary schools. Effective July 1, 1999.
