Provides that a person seeking damages of any kind arising from a motor vehicle accident in which he or she was involved as a driver is barred from any recovery for any non-economic loss if the person was in violation of the mandatory liability insurance requirements of the Illinois Vehicle Code with respect to the motor vehicle he or she was driving at the time of the accident.
