Synopsis of Bill as introduced:
        Amends    the    Public    Utilities    Act.     Provides    that      
   telecommunications carriers may not charge a customer for  having  his      
   or  her  telephone number unlisted or not accessible through directory      
   assistance.  Effective January 1, 2000.
