Short description: 
ST PROP CONTROL-AIRPLANES                                                  

Synopsis of Bill as introduced:
        Amends the State Property Control Act.  Requires that priority be      
   given to State universities  and  colleges  offering  aviation-related      
   courses  when  a  surplus  State airplane is transferred between State      
   agencies.  Prohibits the trade-in or sale of a surplus State  airplane      
   when  such  a  university  or  college  has  expressed the need for an      
   airplane.                                                                   
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the State Property  Control  Act.   Prohibits  the      
   disposition  of  a  State airplane until it is determined that (i) the      
   State agency no longer has a  need  for  the  airplane  and  (ii)  the      
   airplane will not be used as a trade-in on another aircraft.                
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          30 ILCS 605/7                                                        
        Removes the restrictions upon  a  State  agency  disposing  of  a      
   transferable   airplane   by  trading  it  in  for  credit  towards  a      
   replacement.  Retains the restrictions upon a State  agency  disposing      
   of an airplane through a sale without trade-in.
