Short description: 
CHILD SUPP-DPA DELAY-INTEREST                                              

Synopsis of Bill as introduced:
        Amends  the  Illinois  Public  Aid  Code.   Provides   that   the      
   Department  of  Public Aid shall distribute the child support payments      
   collected  in  accordance  with  the  priorities   and   time   frames      
   established  by  Title  IV-D  of  the  federal Social Security Act and      
   implementing regulations.  Provides that, if the Department is late in      
   payment to a custodial parent of  the  child  support  collected,  the      
   State  shall  pay an interest amount of 2% of any late amount for each      
   month or fraction thereof until payment is made.   Provides  that  the      
   Department  of  Human  Services  shall  disregard  any  interest  paid      
   pursuant  to  these  provisions in determining eligibility for and the      
   amount of assistance under this Code.

          Fails to meet the definition of a State mandate.

          Fiscal impact could exceed $6 million.
