Short description: 
MUNI CD-ARBITRATION PROCEDURES                                             

Synopsis of Bill as introduced:
        Creates  the  Fire  Department  Promotion  Act.   Provides   that      
   promotions  in municipal fire departments and fire protection district      
   fire departments shall be based upon examination, seniority within the      
   department, ascertained merit,  and  veteran's  preference.   Requires      
   promotion  of  the  person at the top of the promotion list.  Provides      
   for a one-year period of probation, during which  the  person  may  be      
   demoted  for  just cause, including failure to demonstrate the ability      
   required for the job.   Pre-empts  home  rule,  but  exempts  Chicago.      
   Contains other provisions.  Effective immediately.

          HOME RULE NOTE (Department of Commerce and Community Affairs)        
          HB1165 pre-empts home rule authority.                                
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything but the short title.                                
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          65 ILCS 5/10-1-18               from Ch. 24, par. 10-1-18            
          65 ILCS 5/10-2.1-17             from Ch. 24, par. 10-2.1-17          
        Deletes everything. Amends the Illinois Municipal Code. Allows         
   collective bargaining of arbitration procedures to  apply  in  certain      
   disciplinary  matters  affecting  firefighters  and  police  officers.      
   Effective immediately.
