CNTY CD-MUNI CD-LIEN-BUILDING                                              

Synopsis of Bill as introduced:
        Amends  the  Counties  Code  and  the  Illinois  Municipal  Code.      
   Provides that the cost to a county or municipality for the demolition,      
   repair, or enclosure of an unsafe building  is  a  lien  on  all  real      
   estate of the owner or owners of the unsafe building (now, the cost is      
   a lien on the real estate on which the unsafe building is located).         
          FISCAL NOTE (Office of Banks and Real Estate)                        
          Some licensees may be affected, but HB1116 would require no          
          additional resources or headcount and would create no fiscal         
          impact.                                                              
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything.  Amends the Counties Code  and  the  Illinois      
   Municipal  Code  concerning liens for demolition, repair, or enclosure      
   of unsafe buildings.  Provides  that  a  county  or  municipality  may      
   obtain  a  money  judgment  against  the  owner,  file a judgment lien      
   against all of the property of the owner,  and  enforce  the  judgment      
   lien.  Makes a technical correction.
