Short description: 
HEALTH CARE WORKER PROT ACT                                                

Synopsis of Bill as introduced:
        Creates the Health Care Worker  Needle  Stick  Injury  Protection      
   Act.   Provides  that  the Department of Public Health shall, within 6      
   months, adopt a bloodborne pathogen  standard  governing  occupational      
   exposure  of  public employees to infectious materials.  Provides that      
   these standards must meet or exceed the federal  standards.   Provides      
   that  the standards must include a requirement that needleless systems      
   be implemented in facilities employing public employees and  a  system      
   to  log  certain  exposure  incidents. Provides that the Department of      
   Public Health shall create a  list  of  possible  needleless  systems.      
   Amends  the  State Finance Act to create the Health Care Worker Injury      
   Protection Fund which shall  be  used  for  research  into  needleless      
   systems.                                                                    
          FISCAL NOTE (Department of Public Health)                            
          The annual cost for a Public Service Administrator position is       
          estimated at approximately $65,000, including personal ser-          
          vices, equipment, telecommunications, etc.                           
        HOUSE AMENDMENT NO. 1.                                                 
        Excludes the requirement that a needleless system and sharps with      
   engineered sharps injury protection be implemented where  the  product      
   is not available and provides that such system does not apply to            
   pre-filled syringes or medications approved by the federal Food and         
   Drug Administration.
