Provides that the Administrative Review Law and all rules adopted under it apply to and govern all proceedings for judicial review of administrative decisions of the Board of Commissioners in the enforcement of any ordinance, rule, or regulation adopted under the Act. SENATE AMENDMENT NO. 1. Adds reference to: 70 ILCS 2605/4.13 Amends the Metropolitan Water Reclamation District Act. Provides that employees of the district not subject to classified civil service include those employed for periods not exceeding 7 years (rather than 5 years) under any apprentice program, training program, or intern program funded wholly or in part by grants from the State of Illinois or the United States of America.
