Deletes provisions that distribute 12.5% of monies and the sale proceeds of forfeited property to the county in which the prosecution resulting in forfeiture was instituted and 12.5% to the office of the State's Attorneys Appellate Prosecutor. Provides that 50% (now 25%) of monies and the sale proceeds must be paid into the Drug Traffic Prevention Fund to be used by the Department of State Police for funding Metropolitan Enforcement Groups.
