Establishes the Committee for Property Tax Reform to recommend a specific plan for replacing funding for schools through property taxes to the Governor and the General Assembly no later than March 1, 2003. Effective immediately. HOUSING AFFORDABILITY NOTE (Housing Development Authority) The amount of property taxes paid to school districts by home- owners varies greatly among districts, so it is not possible to predict the savings.
