Short description: 
PUB AID-CHILD CARE SUPPORT                                                 

Synopsis of Bill as introduced:
        Amends the child care support provisions of the  Illinois  Public      
   Aid  Code.    Provides  for  limitations  on  the percentage of income      
   families shall be required to spend for  child  care.   Provides  that      
   newly  employed families shall receive a one-time 2-month grace period      
   during which they are exempt from co-payment fees. Provides that for        
   those receiving TANF, these fees shall be covered by the Department of      
   Human Services as initial employment expenses under supportive              
   services. Provides for limitations on summer child care fees. Provides      
   for reimbursement to licensed private and governmental entities that        
   receive State subsidies for the provision of child care. Creates the        
   Task Force on Child Care Rates for the purposes of reviewing the            
   results of the 1998 market rate survey and making recommendations to        
   the General Assembly, the Governor, and the Secretary of Human              
   Services. Provides that the Department of Human Services shall set          
   aside funding received for child care support to fund initiatives to        
   enhance the quality of child care provided to families eligible to          
   receive child care services and to fund child care supply-building          
   initiatives. Effective immediately.
