Short description: 
DERELICT VACANT BLDGS-TORT                                                 

Synopsis of Bill as introduced:
        Amends the Premises Liability Act and the Land  Trust  Beneficial      
   Interest Disclosure Act.  Imposes on the owner  of  a  derelict vacant      
   building  or  a  person  having  lawful  control  of a derelict vacant      
   building a duty to provide reasonable protection for the lives,             
   health, and safety of others (including trespassers). Provides that         
   the duty includes the prevention of intentional or criminal conduct,        
   facilitated by the condition of the building, that causes injury or         
   death. Imposes tort liability on property owners or persons having          
   lawful control of derelict vacant buildings. Requires those property        
   owners and other persons to register with the police, and makes             
   failure to register a Class B misdemeanor. Requires a trustee of a          
   land trust to disclose the identities of the land trust beneficiaries       
   upon request if the land trust holds real estate that has been              
   certified by a municipality or law enforcement agency to be a derelict      
   vacant building. Effective immediately.

        HOUSE AMENDMENT NO. 1.                                                 
        Further  amends  the  Premises  Liability  Act.  In  the  Section      
   concerning derelict vacant  buildings, in the definition of  "property      
   owner",  provides  that  officers,  directors,  and  stockholders of a      
   financial institution  acting  in  their  official  capacity  are  not      
   property    owners  for  purposes  of  that  Section.  Provides that a      
   financial institution is not a property  owner for  purposes  of  that      
   Section  if  the  financial institution acquired the property  through      
   foreclosure, under the terms  of  a  security  interest  held  by  the      
   financial  institution,   or under the terms of an extension of credit      
   made by the financial institution.
