Requires the township board to make a tentative budget and appropriation ordinance available for public inspection at least 30 days before the public hearing required by the Illinois Municipal Budget Law. Requires the public hearing to be held on or before the last day of the first quarter of the fiscal year. Requires that notice of the hearing be given by publication in a newspaper published in the township or, if no newspaper is published in the township, by posting notice in the 5 most public places in the township. Requires the township clerk to arrange for the hearing. Provides that the township board may adopt all or part of the tentative budget and appropriation ordinance at the public hearing.
