Provides that a property assessment and pro-rata valuation shall include the proportionate value of new or added improvements from the date that the improvement was inhabitable and fit for occupancy or for intended customary use as identified in the building permit (now from the date the improvement was substantially completed). Amends the State Mandates Act to require implementation without reimbursement. HOUSE AMENDMENT NO. 1. Deletes the amendatory provision referencing the occupancy date identified in the building permit. FISCAL NOTE (Dept. of Revenue) HB521 is of local concern and creates no State fiscal impact.
