   220 ILCS 5/13-515                                                           

        Amends the Public Utilities  Act.   Authorizes  the  recovery  of      
   economic  losses  suffered  as a result of a violation of prohibitions      
   against  impeding  the  provision  of  competitive  telecommunications      
   services.                                                                   
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          220 ILCS 5/13-515                                                    
          Adds reference to:                                                   
          220 ILCS 5/13-406               from Ch. 111 2/3, par. 13-406        
        Replaces the title and  everything  after  the  enacting  clause.      
   Amends  the  Public  Utilities  Act.   Adds  a  caption  to  a Section      
   concerning the discontinuation or  abandonment  of  telecommunications      
   service.                                                                    
        HOUSE AMENDMENT NO. 1.                                                 
        Adds an immediate effective date.                                      
        HOUSE AMENDMENT NO. 2.                                                 
          Deletes reference to:                                                
          220 ILCS 5/13-406                                                    
          Adds reference to:                                                   
          5 ILCS 350/2                    from Ch. 127, par. 1302              
        Replaces the title and  everything  after  the  enacting  clause.      
   Amends  the State Employee Indemnification Act to provide that the Act      
   applies to State officials who serve as trustees  of  a  clean  energy      
   community  trust  or  foundation  established  pursuant  to the Public      
   Utilities Act.  Effective immediately.                                      
        CONFERENCE COMMITTEE REPORT NO. 1.                                     
        Recommends that the Senate concur in H-ams 1 and 2.                    
        Recommends that the bill be further amended as follows:                
          Adds reference to:                                                   
          220 ILCS 5/16-111.1                                                  
        Amends the Public Utilities Act. Provides that the Governor            
   shall designate one of the voting trustees of the Illinois Clean            
   Energy Community Trust to serve as the chairman of the trust at the         
   pleasure of the Governor. Further amends the State Employee Indemni-        
   fication Act. In the provision making the Act apply to trustees of a        
   clean energy communtiy trust, includes the appointing authorities of        
   those trustees.
