        Amends  the  Illinois  Insurance  Code,  the  Health  Maintenance      
   Organization  Act,  and  the  Voluntary  Health  Services  Plans  Act.      
   Provides that insurers may not discriminate against  persons  who  are      
   victims  of child abuse in the issuance of policies of life insurance,      
   disability insurance, and accident  and  health  insurance.  Effective      
   immediately.
