   LEITCH-KRAUSE-DART-SCOTT-JOHNSON,TOM.

   ILCON Art. IV, Sec. 8                                                       

        Proposes  to  amend  the  Legislature  Article  of  the  Illinois      
   Constitution.  Provides that a court, upon determining that  a  Public      
   Act  violates  the single-subject rule, must certify the invalidity to      
   the house in which the underlying bill originated.  Requires that  the      
   certification  be  entered upon the house's journal.  Provides that if      
   the originating house and  the  second  house,  each  within  separate      
   periods  of  15  calendar days, re-enact any or all of the Public Act,      
   the re-enactment becomes effective retroactively to the  Public  Act's      
   effective  date  or dates.  Provides that the court's determination of      
   invalidity is stayed and without effect until the  conclusion  of  the      
   General  Assembly's  re-enactment  opportunity and, as to any portions      
   re-enacted,  permanently  thereafter.   Provides   for   the   court's      
   certification  to the Secretary of State while the General Assembly is      
   recessed or adjourned. Effective upon being declared adopted.
