Provides that specified health care services and facilities are exempt from the permit requirements of the Act. Provides that 24 months after the effective date of the amendatory Act, additional specified health care services and facilities are exempt from the permit requirements of the Act. Provides for the creation of a Certificate of Need Study Commission to conduct a study on the impact that elimination of certificate of need requirements would have on specified health care services and facilities. Provides that the Commission shall cease to exist after its report has been submitted to the Governor and General Assembly.
