        Amends the IMRF Article of the Illinois Pension Code to  increase      
   certain  benefits  for  sheriff's  law  enforcement employees (SLEPs),      
   beginning January 1, 2001; bases the retirement annuity on the rate of      
   earnings on the  last  day  of  SLEP  service;  provides  for  a  duty      
   disability  benefit  of  65%  of  salary;  and increases the surviving      
   spouse benefit to 100% of the deceased employee's retirement  annuity.      
   Also  increases  the employee contribution for SLEP service by 2.5% of      
   salary.  Amends the  State  Mandates  Act  to  require  implementation      
   without reimbursement.  Effective immediately.                              
          PENSION NOTE (Pension Laws Commission)                               
          The fiscal impact of HB 4134 has not been determined. The            
          employee contribution for SLEP employees is increased by 2.5%,       
          bringing the total SLEP employee contribution rate to 9% of          
          salary. This would offset a portion of the employers' cost           
          resulting from the SLEP benefit increases.
