        Amends the Illinois Vehicle Code. Provides that a  hearing  on  a      
   statutory  summary  alcohol or other drug related suspension may cover      
   the issue of whether the person's blood or urine contained any  amount      
   of  an  illegal intoxicating compound. Provides that the reinstatement      
   fee provisions that apply to  persons  whose  driver's  licenses  were      
   suspended for violating specified provisions of the Vehicle Code apply      
   to  persons  whose  licenses  were suspended for violations of similar      
   local ordinances or out-of-state statutes. Provides that the Secretary      
   of State may revoke without a hearing the driving  privileges  of  any      
   person  whose  blood  or  urine  contained  any  amount  of an illegal      
   intoxicating compound.  Provides that a person  is  disqualified  from      
   driving a commercial vehicle for not less than 12 months if his or her      
   blood or urine is found to contain any amount of such a compound.Pro-       
   vides that the issues in a hearing to contest a disqualification from       
   driving a commercial vehicle may include whether the person's blood or      
   urine contained any amount of such a compound. Makes other changes.         
   Amends the Unified Code of Corrections. Provides that the Secretary of      
   State (rather than the court) shall  require  anyone  (rather  than  a      
   defendant)  placed on court supervision for a violation of a provision      
   of the Vehicle Code or a similar local ordinance to provide  proof  of      
   financial  responsibility. Provides that the proof shall be limited to      
   a  single  action  per  arrest  and  may  not  be  affected   by   any      
   post-sentence disposition. Effective immediately.

        Deletes everything.  Amends the Illinois Vehicle Code.   Provides      
   that  a  first  offense of selling a rebuilt vehicle without providing      
   the buyer a properly signed Disclosure of Rebuilt Vehicle Status  form      
   is  a  Class  A  misdemeanor.   Provides  that  a second or subsequent      
   offense is a Class 4 felony.  Effective immediately.                        
        SENATE AMENDMENT NO. 1.                                                
        Provides that the offense is committed only when the violation is      
   knowing and with intent to defraud or deceive another.
