        Amends the School Code to require the State Board of Education to      
   provide after school program grants to qualifying school districts for      
   the purpose of assisting individual students who fail  to  meet  State      
   academic standards and their families. Effective immediately.               
          FISCAL NOTE (State Board of Education)                               
          The cost of the program outlined in HB 3315 is essentially a         
          policy issue to be determined in the budget and appropriation        
          process; HB 3315 does not require or define any particular           
          level of spending. Currently, approximately 180 districts have       
          at least one school (900 schools in all) in which less than 50%      
          of the students achieve the state Learning Standards. SBE has        
          included $5 million in its FY01 budget for extended day pro-         
          grams, which could either provide a $25 thousand grant to each       
          such district or a $5.5 thousand grant to each such school.

          BALANCED BUDGET NOTE (Bureau of the Budget)                          
          Since HB 3315 is not a supplemental appropriation bill, the          
          Balanced Budget Note Act is inapplicable.                            
          STATE DEBT NOTE (Economic and Fiscal Commission)                     
          HB 3315, House Amendment #1, would not change the amount of          
          authorization for any type of State-issued or State-supported        
          bond; therefore, this bill would not affect the level of State       
          indebtedness.                                                        
          JUDICIAL NOTE, H-AM 1 (Administrative Office of Ill. Courts)         
          HB 3315, as amended, would neither decrease nor increase the         
          number of judges needed in the State.                                
          HOME RULE NOTE, H-AM 1                                               
          (Department of Commerce and Community Affairs)                       
          This legislation does not pre-empt home rule authority.              
          FISCAL NOTE, H-AM 1 (State Board of Education)                       
          Since HB 3315, as amended, is subject to appropriation, the          
          bill in and of itself will have no fiscal impact. Costs would        
          be limited to the amount of money, if any, appropriated by the       
          General Assembly.

        HOUSE AMENDMENT NO. 1.                                                 
        Provides that the awarding of  after  school  program  grants  is      
   subject to a separate appropriation.                                        
        HOUSE AMENDMENT NO. 2.                                                 
          Deletes reference to:                                                
          105 ILCS 5/10-22.18b                                                 
          105 ILCS 5/34-18.4                                                   
          Adds reference to:                                                   
          105 ILCS 5/2-3.131 new                                               
        Deletes everything.  Subject to appropriation, requires the State      
   Board of Education to provide after school program grants to 40 public      
   schools geographically distributed throughout the State, as chosen  by      
   the State Board of Education on a non-competitive basis and based on a      
   lack  of  student  achievement  at  the  school,  for  the  purpose of      
   assisting  individual  students  who  fail  to  meet  State   academic      
   standards  and  their families at the school at the end of the regular      
   day of instruction or on non-school days.  Provides  that  the  grants      
   shall  be  provided for the 2000-2001 school year and each school year      
   thereafter until the 2004-2005 school year.   Requires  the  Board  to      
   report  to the General Assembly by July 1, 2003 on whether to continue      
   and expand the provision of grants.  Effective immediately.                 
          FISCAL NOTE, H-AM 1, 2 (State Board of Education)                    
          Implementation of this legislation is subject to specific            
          appropriations for such purpose. Therefore, any fiscal impact        
          will be limited by the assessment of funding appropriated by         
          the General Assembly.
