   420 ILCS 5/4              from Ch. 111 1/2, par. 4304                       

        Amends the Illinois Nuclear  Safety  Preparedness  Act.  Excludes      
   certain  fees from the calculation of credits to the owners of certain      
   nuclear power reactors. Effective immediately.                              
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:                                                   
          420 ILCS 5/5                    from Ch. 111 1/2, par. 4305          
        Amends the Illinois Nuclear  Safety  Preparedness  Act.  Provides      
   that  any  person  who  fails  to pay fees under the Section regarding      
   nuclear accident plans within 90 days after the fee is  payable  shall      
   be  liable in a civil action for up to 4 times the amount assessed and      
   not paid.                                                                   
          FISCAL NOTE, H-AM 1 (Department of Nuclear Safety)                   
          During FY1999 a net total credit of $509,183 was applied to          
          reactor assessments before 1/1/99. During the first 6 months         
          of 1999, up to $16,000 could have been collected if shipment         
          fees weren't paid on time.
