FRITCHEY-DELGADO-FEIGENHOLTZ-KENNER-OSTERMAN, RONEN, 
   PANKAU, MORROW AND HOWARD.

   205 ILCS 616/50                                                             

        Amends  the  Electronic  Fund  Transfer  Act.   Provides  that  a      
   surcharge for use of a terminal may not be imposed if the  transaction      
   does  not  affect  an  account  held by the consumer with the owner or      
   operator of the terminal and the transaction is  conducted  through  a      
   national or regional electronic banking network.                            
          FISCAL NOTE (Office of Banks and Real Estate)                        
          There would be no fiscal impact from HB-527.                         
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that the  prohibition  on  surcharges  applies  only  to      
   transactions  conducted at a terminal owned or operated by a financial      
   institution.  Prohibits only the financial institution from  assessing      
   a surcharge.                                                                
          FISCAL NOTE (Office of Banks and Real Estate)                        
          HB 527 would require no additional resources or headcount and        
          would create no fiscal impact on the Agency.                         
        HOUSE AMENDMENT NO. 2.                                                 
        Prohibits the imposition of fees upon a consumer for usage  of  a      
   terminal  when  the  consumer  is  using  an access device issued by a      
   government agency  for  use  in  obtaining  financial  aid  under  the      
   Illinois Public Aid Code.
