        Amends  the  Respiratory  Care  Practice  Act.    Provides   that      
   beginning   January  1,  2000,  certain  individuals  credentialed  as      
   certified  respiratory  therapy  technicians,  certified   respiratory      
   therapists,  and  registered respiratory therapists are required to be      
   licensed under the Act.  Provides that being named as a perpetrator in      
   a case of  elder  abuse  or  neglect,   upon  proof  by  clear  and         
   convincing  evidence  that  the  licensee has  caused  elder abuse or       
   neglect, is grounds for disciplinary action under  the  Act.  Provides      
   that failure to report an instance of suspected elder abuse or neglect      
   is  grounds  for disciplinary action under the Act.  Amends the Abused      
   and Neglected Child Reporting Act and the Elder Abuse and Neglect  Act      
   to  make  respiratory care practitioners mandatory reporters under          
   those Acts. Effective January 1, 2000.

          Adds reference to:

        Further amends the Respiratory Care Practice Act. Provides that        
   nothing in the Act shall be construed to limit the ability of an em-        
   poyer to utilize  a respiratory care practitioner within the employ-        
   ment setting consistent with the individual's skill and training. De-       
   letes the licensure requirement that all individuals credentialed as        
   certified respiratory therapy technicians, certified respiratory            
   therapists, and registered respiratory therapists by the National           
   Board for Respiratory Care be licensed under the Act. Provides that         
   individuals who have been licensed respiratory care practitioners in        
   any jurisdiction and who are seeking to practice respiratory care in        
   this State must apply for licensure within 45 days after beginning          
   employment within this State.
