        Amends the State Employees  Group  Insurance  Act  of  1971,  the      
   Counties  Code,  the  Illinois  Municipal  Code,  the School Code, the      
   Illinois Insurance Code, the Health Maintenance Organization Act,  and      
   the  Voluntary  Health  Services Plans Act to provide that if a policy      
   provides coverage for prescription drugs approved by the Food and Drug      
   Administration for the treatment of impotency, then  the  policy  must      
   provide   coverage  for  prescription  drugs  for  the  prevention  of      
   pregnancy.                                                                  
          FISCAL NOTE (Dept. of Insurance)                                     
          HB61 will have no fiscal impact on the Dpt.                          
          STATE MANDATES NOTE (Dept. of Commerce & Community Affairs)          
          HB 61 creates a service mandate for which 50% to 100% of the         
          increased costs to a unit of local gov't. is required.               
          FISCAL NOTE (Dept. of Central Management Services)                   
          HB61 will have a fiscal impact of $2.5 million.                      
          HOME RULE NOTE (Dept. of Commerce and Community Affairs)             
          HB 61 does pre-empt home rule authority.
