 1        AN ACT to amend the Workers' Compensation Act by changing
 2    Section 13.1.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5    Section 5.  The  Workers'  Compensation  Act  is  amended  by
 6    changing Section 13.1 as follows:

 7        (820 ILCS 305/13.1) (from Ch. 48, par. 138.13-1)
 8        Sec.  13.1.  (a) There is created a Workers' Compensation
 9    Advisory Board hereinafter referred to as the Advisory Board,
10    consisting of 9 members appointed by the  Governor  with  the
11    advice  and  consent  of  the  Senate.   Three members of the
12    Advisory Board shall be representative citizens  chosen  from
13    the   employee  class,  3  members  shall  be  representative
14    citizens chosen from the employing class and 3 members  shall
15    be  representative  citizens  not  identified with either the
16    employing or employee class.  Each  member  of  the  Advisory
17    Board  shall  serve a 4 year term.  The Governor shall select
18    one of the members not identified with either  the  employing
19    or  employee class to serve as Chairman.  Five members of the
20    Advisory Board shall constitute a quorum to do business,  but
21    in  no  case shall there be less than one representative from
22    each class, employee, employing  and  representative  citizen
23    not  identified  with either the employing or employee class.
24    A vacancy on the  Advisory  Board  shall  be  filled  by  the
25    Governor for the unexpired term.
26        (b)  Members  of  the  Advisory  Board  shall  receive no
27    compensation for their services but shall be  reimbursed  for
28    expenses  incurred  in the performance of their duties by the
29    Commission from appropriations made  to  the  Commission  for
30    such purpose.
31        (c)  The  Advisory  Board  shall  aid  the  Governor, the

 1    General Assembly and the  Commission in formulating policies,
 2    discussing problems, setting priorities of  expenditures  and
 3    establishing short and long range administrative goals.
