 1        AN ACT concerning spinal cord injuries.

 2        Be it  enacted  by  the  People  of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  State  Finance Act is amended by adding
 5    Sections 5.541, 5.542, 6z-49, and 6z-50 as follows:

 6        (30 ILCS 105/5.541 new)
 7        Sec.  5.541.  The  Spinal  Cord  Injury  Paralysis   Cure
 8    Research Trust Fund.

 9        (30 ILCS 105/5.542 new)
10        Sec.  5.542.  The  Brain  Injury  and  Spinal Cord Injury
11    Trust Fund.
12        (30 ILCS 105/6z-49 new)
13        Sec. 6z-49. Spinal Cord Injury  Paralysis  Cure  Research
14    Trust  Fund.  The  Spinal Cord Injury Paralysis Cure Research
15    Trust Fund  is  created  as  a  special  fund  in  the  State
16    treasury. In addition to any other amounts deposited into the
17    Fund,  there  shall  be  deposited  into  the Fund all moneys
18    donated to the State by private individuals or  entities  for
19    purposes for which moneys in the Fund may be used as provided
20    in this Section. Subject to appropriations, the Department of
21    Public  Health shall use moneys in the Fund to make grants to
22    research facilities located in Illinois to  conduct  research
23    to  find  a  cure  for  spinal  cord  injury  paralysis.  The
24    Department shall adopt  rules  necessary  for  making  grants
25    under this Section.

26        (30 ILCS 105/6z-50 new)
27        Sec.  6z-50.    Brain Injury and Spinal Cord Injury Trust
28    Fund. The Brain Injury and Spinal Cord Injury Trust Fund   is
29    created  as  a special fund in the State treasury. Subject to

 1    appropriations, the Department of Human  Services  shall  use
 2    moneys  in  the  Fund  to fund community-based rehabilitation
 3    services programs in accordance with priorities and  criteria
 4    established  by  the Advisory Council on Spinal Cord and Head
 5    Injuries.

 6        Section 99.  Effective date.  This Act takes effect  upon
 7    becoming law.
