 2                     CONFERENCE COMMITTEE REPORT
 3                         ON SENATE BILL 648

 6        To the President of the Senate and  the  Speaker  of  the
 7    House of Representatives:
 8        We,  the  conference  committee appointed to consider the
 9    differences  between  the  houses  in   relation   to   House
10    Amendments  Nos.  1  and  2 to Senate Bill 648, recommend the
11    following:
12        (1)  that the House recede from House Amendments  Nos.  1
13    and 2; and
14        (2)  that Senate Bill 648 be amended as follows:

15    on page 1, line 22, by deleting "except as"; and

16    on  page  1, line 23, by deleting "otherwise provided in this
17    subsection (b)"; and

18    on page 2, by replacing lines 2 through 7 with "State."; and

19    on  page  16,  line  22,  after  the  period,  by   inserting
20    "Transition  impact  aid  shall  be  paid  beginning  in  the
21    1999-2000  school  year  for  charter schools that are in the
22    first, second, or third year of their initial term.  If House
23    Bill 230 of the 91st General Assembly becomes law, transition
24    impact aid shall not be paid for any charter school  that  is
25    proposed  and  created by one or more boards of education, as
26    authorized under the provisions of House Bill 230 of the 91st
27    General Assembly."; and

28    on page 17, line 24, after  the  period,  by  inserting  "The
29    State Board may use up to 3% of the appropriation to contract
30    with  a  non-profit  entity to administer the loan program.";
31    and

 1    on page 20, immediately  below  line  15,  by  inserting  the
 2    following:

 3        "Section 99.  Effective date.  This Act takes effect upon
 4    becoming law.".
