 1        AN ACT regarding appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The following sums, or so much thereof as may
 5    be necessary, respectively, are appropriated to the President
 6    of the Senate and the Speaker of the House of Representatives
 7    for furnishing the items provided in Section 4 of the General
 8    Assembly  Compensation  Act  to  members  of their respective
 9    houses  throughout  the  year  in   connection   with   their
10    legislative duties and responsibilities and not in connection
11    with any political campaign, as prescribed by law:
12    To the President of the Senate...............    $  3,953,000
13    To the Speaker of the House of
14      Representatives............................       6,726,000
15        Total                                         $10,679,000

16        Section  10.   Payments  from the amounts appropriated in
17    Section 5 of  this  Article  shall  be  made  only  upon  the
18    delivery  of  a  voucher  approved by the member to the State
19    Comptroller.  The voucher  shall  also  be  approved  by  the
20    President  of  the  Senate  or  the  Speaker  of the House of
21    Representatives as the case may be.

22        Section 15.  The following named sums, or so much thereof
23    as may  be  necessary,  respectively,  for  the  objects  and
24    purposes  hereinafter  named,  are  appropriated  to meet the
25    ordinary and contingent expenses of the Senate:
26    For the  ordinary  and  incidental  expenses  of
27        legislative leadership and legislative staff
28        assistants:
29        President................................... $  4,426,800
30        Minority Leader.............................    4,426,800

 1    For  the  ordinary  and  incidental  expenses of
 2        committees,   the    general    staff    and
 3        operations,  per diem employees, special and
 4        standing  committees  of  the   Senate   and
 5        expenses incurred in transcribing and
 6        printing of Senate debate...................    3,425,100
 7    For  the ordinary and incidental expenses of the
 8        Senate, also  including  the  purchasing  on
 9        contract  as  required  by  law of printing,
10        binding, printing paper, stationery and
11        office supplies.............................      184,000
12    For allowances for the particular and additional
13        services appertaining to or entailed by  the
14        respective  officers  of the Senate named in
15        and  in  accordance   with   the   following
16        schedule:
17        President...................................       71,700
18        Minority Leader.............................       71,700
19    For travel, including expenses to Springfield of
20        members  on  official  legislative  business
21        during weeks when the General Assembly is
22        not in session..............................       49,600
23        Total                                         $12,655,700

24        Section  20.   The sum of $593,700, or so much thereof as
25    may be necessary, is appropriated for the use of  the  Senate
26    standing committees for expert witnesses, technical services,
27    consulting   assistance   and   other   research   assistance
28    associated  with  special  studies  and  long  range research
29    projects which may be requested by the standing committees.

30        Section 25.  The sum of $62,700, or so  much  thereof  as
31    may  be  necessary, is appropriated from the General Assembly
32    Operations Revolving Fund to the Office of the President,  to

 1    meet the ordinary and contingent expenses of the Senate.

 2        Section 30.  The following named sums, or so much thereof
 3    as  may  be  necessary,  respectively,  for  the  objects and
 4    purposes hereinafter named,  are  appropriated  to  meet  the
 5    ordinary,  incidental  and  contingent  expenses of the House
 6    Majority and Minority Leadership Staff and Office operations:
 7        For the Speaker............................. $  3,964,200
 8        For the Minority Leader.....................    3,964,200
 9        Total                                          $7,928,400

10        Section 35.  The following named sums, or so much thereof
11    as may be necessary, are appropriated to meet  the  ordinary,
12    incidental  and contingent expenses of the House Majority and
13    Minority Leadership Staff and the general staff:
14        For the Speaker............................. $    307,300
15        For the Minority Leader.....................      139,300
16        Total                                            $446,600

17        Section 40.  The following named sums, or so much thereof
18    as may  be  necessary,  respectively,  for  the  objects  and
19    purposes  hereinafter named, relating to the operation of the
20    House  of  Representatives,  are  appropriated  to  meet  its
21    ordinary and contingent expenses:
22    For the ordinary and incidental expenses of  the
23        general  staff,  operations, and special and
24        standing committees of the  House,  for  per
25        diem employees and for expenses incurred in
26        transcribing and printing of House debates..   $4,546,500
27    For  the ordinary and incidental expenses of the
28        House,  also  including  the  purchasing  on
29        contract as required  by  law  of  printing,
30        binding,   printing  paper,  stationery  and
31        office supplies, no part of which  shall  be

 1        expended   for   expenses   of   purchasing,
 2        handling  or  distributing such supplies and
 3        against  which  no  indebtedness  shall   be
 4        incurred without the written approval of the
 5        Speaker of the House of Representatives.....       85,800
 6    Pursuant    to    the   Legislative   Commission
 7        Reorganization Act of 1984, to  the  Speaker
 8        of the House for
 9        Standing House Committees...................    2,046,500
10        Total                                          $6,678,800

11        Section  45.  The following named sum, or so much thereof
12    as may be necessary, for the objects and purposes hereinafter
13    named, relating to House membership, is appropriated to  meet
14    the ordinary and contingent expenses of the House:
15    For travel, including expenses to
16      Springfield of members on official
17      legislative business during weeks when
18      the General Assembly is not in session .............$26,100

19        Section  50.  The  sum  of $62,700, or so much thereof as
20    may be necessary, is appropriated from the  General  Assembly
21    Operations  Revolving  Fund  to the Office of the Speaker, to
22    meet the ordinary and contingent expenses of the House.

23        Section 55.  As used  in  Sections  30  and  35  of  this
24    Article,  except  where  the  approval  of the Speaker of the
25    House  of  Representatives  is  expressly  required  for  the
26    expenditure of or the incurring of  indebtedness  against  an
27    appropriation  for  certain  purchases on contract, "Speaker"
28    means the leader of the party having the  largest  number  of
29    members  of  the  House  of Representatives as of January 13,
30    1999, and "Minority Leader" means the  leader  of  the  party
31    having  the  second largest number of members of the House of

 1    Representatives as of January 13, 1999.

 2        Section 99.  Effective date.  This Act takes effect  July
 3    1, 1999.
