 1        AN ACT to amend the Civil Administrative Code of Illinois
 2    by adding Section 56.3.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Civil Administrative Code of Illinois  is
 6    amended by adding Section 56.3 as follows:

 7        (20 ILCS 1405/56.3 new)
 8        Sec. 56.3.  Insurance Fraud Task Force.
 9        (a)  The Insurance Fraud Task Force is hereby established
10    and shall consist of the following:
11             (1)  The   Director  of  Insurance  or  his  or  her
12        designee.
13             (2)  The Director of State  Police  or  his  or  her
14        designee.
15             (3)  The Attorney General or his or her designee.
16             (4)  Five  representatives appointed by the Governor
17        by September 1, 1999 as follows:
18                  (A)  One representative of a  county  sheriff's
19             department.
20                  (B)  One  representative  of  a  United  States
21             criminal investigative department or agency.
22                  (C)  One   representative   of   a  prosecuting
23             authority of a  city,  a  village,  an  incorporated
24             town, a county, or this State.
25                  (D)  Two insurance consumers.
26             (5)  Seven  representatives of insurers appointed by
27        the  Director  of  Insurance  by   September   1,   1999,
28        representing large, medium, and small property, casualty,
29        disability,  life, and health insurers in this State, and
30        one representative of a health  maintenance  organization
31        appointed  by  the  Director of Insurance by September 1,

 1        1999.
 2        (b)  The Insurance Fraud Task Force shall do all  of  the
 3    following:
 4             (1)  Investigate  the  issue  of organized insurance
 5        fraud and methods to combat organized insurance fraud.
 6             (2)  Examine ways to  unite  the  resources  of  the
 7        insurance  industry  with  the  appropriate components of
 8        federal  and  State  criminal  justice  systems  so  that
 9        organized insurance  fraud  schemes  are  identified  and
10        thoroughly   investigated   and   the   perpetrators  are
11        prosecuted in the best interests of justice.
12             (3)   Examine the  concept  of  creating  a  private
13        agency  to  assist in combating organized insurance fraud
14        and all  ways  to  fund  the  agency,  including  current
15        funding  of  insurance  mechanisms  related  to insurance
16        crimes.
17             (4)  Report to the Governor and the General Assembly
18        no  later  than  July  1,  2000  on  its   findings   and
19        recommendations.
20        (c)  This Section is repealed on July 1, 2000.

21        Section  99.  Effective date.  This Act takes effect upon
22    becoming law.
