 1                          HOUSE RESOLUTION

 2        WHEREAS, Smoking  by  teenagers  is  a  matter  of  great
 3    concern,  and  the  public  has  an  objective of reducing or
 4    eliminating  smoking by teenagers; the common  perception  is
 5    that,  despite  safeguards,  teenagers frequently are able to
 6    get cigarettes from vending  machines; and

 7        WHEREAS, The House of Representatives should authorize  a
 8    study  to  find  a way of removing cigarette vending machines
 9    from use  without  disrupting  the  conduct  of  business  in
10    Illinois  by,  for example, generating a loss of revenue or a
11    significant loss of jobs; and

12        WHEREAS, The House of Representatives should establish  a
13    task  force  to  study  the  elimination of cigarette vending
14    machines in the  State; the  task  force  should  consist  of
15    members  of  the House of Representatives and representatives
16    of the vending machine industry, the  tobacco  industry,  and
17    entities  and  organizations concerned with issues related to
18    health as it is affected by tobacco use; therefore, be it

19        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
20    NINETY-FIRST GENERAL ASSEMBLY OF THE  STATE OF ILLINOIS, that
21    the  Cigarette Vending Machine Task Force is created; and  be
22    it further

23        RESOLVED, That  the  Task  Force  shall  consist  of  the
24    following members:
25        (1)   Four  members  of  the  House  of  Representatives,
26    appointed  2  each  by  the   Speaker   of   the   House   of
27    Representatives    and  the  Minority  Leader of the House of
28    Representatives;
29        (2) Two representatives of the vending machine  industry,
30    appointed   one   each   by  the  Speaker  of  the  House  of
31    Representatives and the  Minority  Leader  of  the  House  of
32    Representatives;

 1        (3) One representative of the tobacco industry, appointed
 2    jointly  by  the  Speaker of the House of Representatives and
 3    the Minority Leader of the House of Representatives;
 4        (4) One representative of hospitals, appointed jointly by
 5    the Speaker of the House of Representatives and the  Minority
 6    Leader of the House of Representatives;
 7        (5)  One  representative  of not-for-profit organizations
 8    concerned  with  the  prevention  and  treatment  of  cancer,
 9    appointed    jointly  by  the  Speaker  of   the   House   of
10    Representatives  and  the  Minority  Leader  of  the House of
11    Representatives;
12        (6) One representative  of  not-for-profit  organizations
13    concerned  with  the  prevention and treatment of diseases of
14    the  lungs and respiratory system, appointed jointly  by  the
15    Speaker  of  the  House  of  Representatives and the Minority
16    Leader of the House of Representatives; and
17        (7) One representative of the public,  appointed  by  the
18    Governor; and be it further

19        RESOLVED,  That  the  task  force  shall  study  ways  to
20    eliminate  cigarette vending machines in the State, including
21    ways  to    provide  compensation  to  businesses   for   the
22    elimination  of  cigarette  vending machines so that Illinois
23    businesses will not be put at risk;  and be it further

24        RESOLVED,  That  the  task   force   shall   conduct   an
25    appropriate  number  of  hearings throughout the State on the
26    matter of  eliminating  cigarette  vending  machines  in  the
27    State;  the  hearings  shall  be open to the public and shall
28    afford interested persons an  opportunity to present oral  or
29    written testimony to the task force; and be it further

30        RESOLVED,  That  the task force shall report its findings
31    and recommendations to the House of Representatives  and  the
32    Governor by  December 31, 2000; and be it further

 1        RESOLVED,  That  a  copy  of  this  resolution  shall  be
 2    forwarded to the Governor.
