 1                          HOUSE RESOLUTION

 2        WHEREAS,    Federal     regulations     require     every
 3    non-subscription  user  of  the  PACE paratransit service for
 4    persons with disabilities to call in at  5:30  a.m.  the  day
 5    before  the  transportation is needed, even though the person
 6    has the same time and destination schedule every day; and

 7        WHEREAS, It takes approximately 3 to 4 years to become  a
 8    subscription  rider,  based on the long waiting list for that
 9    status; and

10        WHEREAS, Only 45% of the riders on  any  PACE  route  are
11    allowed to be subscription riders, allowing space for persons
12    requesting the service for a particular day; and

13        WHEREAS,  Allowing persons who take the same route at the
14    same time every day to become subscription riders as soon  as
15    they are accepted for PACE services would free PACE employees
16    from  answering  calls  from  the  same persons every day and
17    would free persons with  disabilities  and  the  persons  who
18    assist them from making those daily calls; and

19        WHEREAS,  The  PACE service is regulated by the Americans
20    with Disabilities Act; therefore be it

21        RESOLVED BY THE HOUSE OF REPRESENTATIVES OF  THE  NINETY-
22    FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge
23    the  U.S.  Congress  to require the PACE service to alter its
24    current policy to better accommodate  the  needs  of  persons
25    with  disabilities  who  have  the  same time and destination
26    schedules every day, by  allowing  those  persons  to  become
27    subscription  riders  as  soon as they have been accepted for
28    the service, and by increasing the percentage of subscription
29    riders allowed on each route; and be it further

30        RESOLVED, That suitable  copies  of  this  resolution  be
31    delivered  to  the  President pro tempore of the U.S. Senate,

 1    the Speaker of the U.S. House of  Representatives,  and  each
 2    member of the Illinois congressional delegation.
