 1                       HOUSE JOINT RESOLUTION

 2        WHEREAS, Governor George Ryan called for an  end  to  the
 3    United  States  embargo  against  Cuba  after ambassadors and
 4    opponents of the Communist government  told  him  that  trade
 5    sanctions  were  blocking  democratic  change  on the island;
 6    critics of the  sanctions  have  said  that  President  Fidel
 7    Castro  uses  the embargo as a scapegoat to deflect blame for
 8    Cuba's economic ills; and

 9        WHEREAS, In 1992, Congress  extended  the  United  States
10    embargo to include food and medicine; Cuban health care is in
11    jeopardy  because  life-saving  medicines are denied to Cuban
12    families; and

13        WHEREAS, If commerce and travel were allowed to  flourish
14    more  freely  between  the  United  States  and  Cuba, a more
15    democratic exchange of ideas would follow; and

16        WHEREAS, Our government has lifted economic sanctions  in
17    the  cases  of  China  and Vietnam; and major commerce is now
18    alive and well between our country and these  two  countries;
19    therefore, be it

20        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
21    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF  ILLINOIS,  THE
22    SENATE  CONCURRING HEREIN, that we encourage the President of
23    the United States and the United States Congress to lift  the
24    trade embargo with Cuba; and be it further

25        RESOLVED,  That  suitable  copies  of  this resolution be
26    forwarded  to  President  William  Jefferson   Clinton,   the
27    President  pro  tem of the United States Senate, the Minority
28    Leader of the United States Senate, the Speaker of the United
29    States House of Representatives, the Minority Leader  of  the
30    House  of  Representatives,  and  each member of the Illinois
31    congressional delegation.
