 1        AN ACT to amend the Legislative Information System Act by
 2    changing Section 5.09.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.   The  Legislative  Information System Act is
 6    amended by changing Section 5.09 as follows:

 7        (25 ILCS 145/5.09)
 8        Sec.   5.09.  Public   computer    access;    legislative
 9    information.   To  make  available  to  the public all of the
10    following information in electronic form:
11             (1)  On or before July 1, 1999, the weekly  schedule
12        of legislative floor sessions for each of the 2 houses of
13        the  General  Assembly  together  with  a list of matters
14        pending  before  them  and   the   weekly   schedule   of
15        legislative  committee  hearings  together  with  matters
16        scheduled for their consideration.
17             (2)  On  or  before  July  1,  1999,  a  list of the
18        committees of the General Assembly and their members.
19             (3)  On or before July 1, 1999,  the  text  of  each
20        bill  and  resolution  introduced  and of each engrossed,
21        enrolled, and re-enrolled bill  and  resolution  and  the
22        text  of  each adopted amendment and conference committee
23        report.
24             (4)  On or before July 1, 1999, a synopsis of  items
25        specified in paragraph (3) of this Section, together with
26        a   summary  of  legislative  and  gubernatorial  actions
27        regarding each bill and resolution introduced.
28             (5)  On or before July 1, 1999,  the  Rules  of  the
29        House and the Senate of the General Assembly.
30             (6)  Before  the  conclusion  of  the  Ninety-second
31        General Assembly, the text of Public Acts.

 1             (7)  Before  the  conclusion  of  the  Ninety-second
 2        General Assembly, the Illinois Compiled Statutes.
 3             (8)  Before  the  conclusion  of  the  Ninety-second
 4        General  Assembly,  the Constitution of the United States
 5        and the Constitution of the State of Illinois.
 6             (9)  Before  the  conclusion  of  the  Ninety-second
 7        General Assembly, the text of the Illinois Administrative
 8        Code.
 9             (10)  Before the  conclusion  of  the  Ninety-second
10        General  Assembly, the most current issue of the Illinois
11        Register published on or after the effective date of this
12        amendatory Act of 1998.
13             (10.1)  Within 30 days after the effective  date  of
14        this  amendatory  Act  of the 91st General Assembly, each
15        roll call vote taken  by  each  chamber  of  the  General
16        Assembly showing, in searchable form, the individual vote
17        of  each  member.   Each  roll  call  vote  shall be made
18        available pursuant to this item (10.1)  within  24  hours
19        after  the  conclusion of the legislative day in which it
20        is recorded. A reasonable description of the matter being
21        voted upon shall be included with each  roll  call  vote.
22        For  purposes of this item (10.1), "roll call vote" means
23        any action by either chamber of the General  Assembly  in
24        which  the  yeas and nays are recorded.  This item (10.1)
25        applies to all roll call votes taken in the 91st  General
26        Assembly and thereafter.
27             (10.2)  All  transcripts  of  debate  required to be
28        kept by subsection (b) of Section 7 of Article IV of  the
29        Illinois  Constitution,  in  searchable  text form.  Each
30        transcript shall be made available pursuant to this  item
31        (10.2) within 15 working days after the conclusion of the
32        legislative  day  in  which  it  is  recorded.  This item
33        (10.2) applies to all transcripts of debate kept for  the
34        92nd General Assembly and thereafter.

 1             (10.3)  All audio streams controlled by the Clerk of
 2        the  House  and the Secretary of the Senate and broadcast
 3        by these officers to the Capitol complex  shall  also  be
 4        broadcast uninterrupted on the World Wide Web.  This item
 5        (10.3)  applies  for  all  broadcasts of the 92nd General
 6        Assembly and thereafter.
 7             (11)  Any other information that the Joint Committee
 8        on Legislative Support Services elects to make available.
 9        The information shall be made  available  to  the  public
10    through  the  World  Wide  Web.   The information may also be
11    made available by  any  other  means  of  access  that  would
12    facilitate public access to the information.
13        Any  documentation  that describes the electronic digital
14    formats of the information shall be  made  available  through
15    the World Wide Web.
16        Personal  information  concerning  a  person who accesses
17    this public  information  may  be  maintained  only  for  the
18    purpose of providing service to the person.
19        No  fee or other charge may be imposed by the Legislative
20    Information  System  as  a   condition   of   accessing   the
21    information,  except that a reasonable fee may be charged for
22    any customized services  and  shall  be  deposited  into  the
23    General Assembly Computer Equipment Revolving Fund.
24        The  electronic  public access provided through the World
25    Wide Web shall be in addition  to  any  other  electronic  or
26    print distribution of the information.
27        No  action  taken  under  this Section shall be deemed to
28    alter  or  relinquish  any  copyright  or  other  proprietary
29    interest or entitlement of the State of Illinois relating  to
30    any of the information made available under this Section.
31        The  information  shall  be made available as provided in
32    this Section in the shortest practicable  time  after  it  is
33    publicly  available  in  any  other  form;  provided that the
34    System may make information available under this Section only

 1    if the  availability  in  no  way  reduces  the  quality  and
 2    timeliness  of  service  available to and required under this
 3    Act for legislative users and  does  not  unduly  burden  the
 4    General  Assembly  or its support services agencies.  Failure
 5    to provide information under this Section does not affect the
 6    validity of any action of the General Assembly.  The  General
 7    Assembly  and  the  State  of Illinois are not liable for the
 8    accuracy, availability, or use of  the  information  provided
 9    under this Section.

11        Section  99.  Effective date.  This Act takes effect upon
12    becoming law.
