 1                    AMENDMENT TO HOUSE BILL 3315

 2        AMENDMENT NO.     .  Amend House Bill 3315  by  replacing
 3    the title with the following:

 4        "AN  ACT  to  amend  the  School  Code  by adding Section
 5    2-3.131."; and

 6    by replacing everything after the enacting  clause  with  the
 7    following:

 8        "Section 5.  The School Code is amended by adding Section
 9    2-3.131 as follows:

10        (105 ILCS 5/2-3.131 new)
11        Sec. 2-3.131.  After school program grants.
12        (a)  Subject   to   appropriation,  the  State  Board  of
13    Education shall provide after school  program  grants  to  40
14    public  schools  geographically  distributed  throughout  the
15    State,  as  chosen  by  the  State  Board  of  Education on a
16    non-competitive  basis  and  based  on  a  lack  of   student
17    achievement  at  the  school,  for  the  purpose of assisting
18    individual  students  who  fail  to   meet   State   academic
19    standards,  as  determined under Section 2-3.64 of this Code,
20    and their families at the school at the end  of  the  regular
21    day  of instruction or on non-school days. These grants shall

 1    be provided for the 2000-2001 school  year  and  each  school
 2    year  thereafter until the 2004-2005 school year.  The amount
 3    of each grant shall be based on pupil enrollment.
 4        (b)  The State Board of Education  shall  report  to  the
 5    General  Assembly  by July 1, 2003 on whether to continue and
 6    expand the provision of after school program grants.
 7        (c)  The State Board of Education  may  adopt  any  rules
 8    necessary  to  carry  out  its  responsibilities  under  this
 9    Section.

10        Section  99.  Effective date.  This Act takes effect upon
11    becoming law.".
