1 AMENDMENT TO HOUSE BILL 2962
2 AMENDMENT NO. . Amend House Bill 2962 by replacing
3 the title with the following:
4 "AN ACT to amend the Critical Health Problems and
5 Comprehensive Health Education Act by changing Section 3.";
6 and
7 by replacing everything after the enacting clause with the
8 following:
9 "Section 5. The Critical Health Problems and
10 Comprehensive Health Education Act is amended by changing
11 Section 3 as follows:
12 (105 ILCS 110/3) (from Ch. 122, par. 863)
13 Sec. 3. Comprehensive Health Education Program. The
14 program established under this Act shall include, but not be
15 limited to, the following major educational areas as a basis
16 for curricula in all elementary and secondary schools in this
17 State: human ecology and health, human growth and
18 development, the emotional, psychological, physiological,
19 hygienic and social responsibilities of family life,
20 including sexual abstinence until marriage, prevention and
21 control of disease, including instruction in grades 6 through

1 12 on the prevention, transmission and spread of AIDS, public
2 and environmental health, consumer health, safety education
3 and disaster survival, mental health and illness, including
4 instruction in secondary schools on clinical depression and
5 suicide prevention, personal health habits, alcohol, drug
6 use, and abuse including the medical and legal ramifications
7 of alcohol, drug, and tobacco use, abuse during pregnancy,
8 sexual abstinence until marriage, tobacco, nutrition, and
9 dental health. Notwithstanding the above educational areas,
10 the following areas may also be included as a basis for
11 curricula in all elementary and secondary schools in this
12 State: basic first aid (including, but not limited to,
13 cardiopulmonary resuscitation and the Heimlich maneuver),
14 early prevention and detection of cancer, heart disease,
15 diabetes, stroke, and the prevention of child abuse, neglect,
16 and suicide. The school board of each public elementary and
17 secondary school in the State is encouraged to have in its
18 employ, or on its volunteer staff, at least one person who is
19 certified, by the American Red Cross or by another qualified
20 certifying agency, as qualified to administer first aid and
21 cardiopulmonary resuscitation. In addition, each school
22 board is authorized to allocate appropriate portions of its
23 institute or inservice days to conduct training programs for
24 teachers and other school personnel who have expressed an
25 interest in becoming qualified to administer emergency first
26 aid or cardiopulmonary resuscitation. School boards are
27 urged to encourage their teachers and other school personnel
28 who coach school athletic programs and other extracurricular
29 school activities to acquire, develop, and maintain the
30 knowledge and skills necessary to properly administer first
31 aid and cardiopulmonary resuscitation in accordance with
32 standards and requirements established by the American Red
33 Cross or another qualified certifying agency. No pupil shall
34 be required to take or participate in any class or course on

1 AIDS or family life instruction if his parent or guardian
2 submits written objection thereto, and refusal to take or
3 participate in the course or program shall not be reason for
4 suspension or expulsion of the pupil.
5 Curricula developed under programs established in
6 accordance with this Act in the major educational area of
7 alcohol and drug use and abuse shall include classroom
8 instruction in grades 5 through 12. The instruction, which
9 shall include matters relating to both the physical and legal
10 effects and ramifications of drug and substance abuse, shall
11 be integrated into existing curricula; and the State Board of
12 Education shall develop and make available to all elementary
13 and secondary schools in this State instructional materials
14 and guidelines which will assist the schools in incorporating
15 the instruction into their existing curricula. In addition,
16 school districts may offer, as part of existing curricula
17 during the school day or as part of an after school program,
18 support services and instruction for pupils or pupils whose
19 parent, parents, or guardians are chemically dependent.
