 1        AN ACT to amend the Legislative Information System Act by
 2    changing Section 5.09.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.   The  Legislative  Information System Act is
 6    amended by changing Section 5.09 as follows:

 7        (25 ILCS 145/5.09)
 8        Sec.   5.09.  Public   computer    access;    legislative
 9    information.   To  make  available  to  the public all of the
10    following information in electronic form:
11             (1)  On or before July 1, 1999, the weekly  schedule
12        of legislative floor sessions for each of the 2 houses of
13        the  General  Assembly  together  with  a list of matters
14        pending  before  them  and   the   weekly   schedule   of
15        legislative  committee  hearings  together  with  matters
16        scheduled for their consideration.
17             (2)  On  or  before  July  1,  1999,  a  list of the
18        committees of the General Assembly and their members.
19             (3)  On or before July 1, 1999,  the  text  of  each
20        bill  and  resolution  introduced  and of each engrossed,
21        enrolled, and re-enrolled bill  and  resolution  and  the
22        text  of  each adopted amendment and conference committee
23        report.
24             (4)  On or before July 1, 1999, a synopsis of  items
25        specified in paragraph (3) of this Section, together with
26        a   summary  of  legislative  and  gubernatorial  actions
27        regarding each bill and resolution introduced.
28             (5)  On or before July 1, 1999,  the  Rules  of  the
29        House and the Senate of the General Assembly.
30             (6)  Before  the  conclusion  of  the  Ninety-second
31        General Assembly, the text of Public Acts.

 1             (7)  Before  the  conclusion  of  the  Ninety-second
 2        General Assembly, the Illinois Compiled Statutes.
 3             (8)  Before  the  conclusion  of  the  Ninety-second
 4        General  Assembly,  the Constitution of the United States
 5        and the Constitution of the State of Illinois.
 6             (9)  Before  the  conclusion  of  the  Ninety-second
 7        General Assembly, the text of the Illinois Administrative
 8        Code.
 9             (10)  Before the  conclusion  of  the  Ninety-second
10        General  Assembly, the most current issue of the Illinois
11        Register published on or after the effective date of this
12        amendatory Act of 1998.
13             (10.1)  Within 30 days after the effective  date  of
14        this  amendatory  Act  of the 91st General Assembly, each
15        roll call vote taken  by  each  chamber  of  the  General
16        Assembly showing, in searchable form, the individual vote
17        of  each  member.   Each  roll  call  vote  shall be made
18        available pursuant to this item (10.1)  within  24  hours
19        after  the  conclusion of the legislative day in which it
20        is recorded.  For purposes of  this  item  (10.1),  "roll
21        call  vote"  means  any  action  by either chamber of the
22        General Assembly, or any committee thereof, in which  the
23        yeas  and nays are recorded.  This item (10.1) applies to
24        all roll call votes taken in the  91st  General  Assembly
25        and thereafter.
26             (10.2)  Within  30  days after the effective date of
27        this amendatory Act of the  91st  General  Assembly,  all
28        transcripts of debate required to be kept by Section 1 of
29        the Debate Transcript Act, in searchable text form.  Each
30        transcript  shall be made available pursuant to this item
31        (10.2) within  48  hours  after  the  conclusion  of  the
32        legislative  day  in  which  it  is  recorded.  This item
33        (10.2) applies to all transcripts of debate kept for  the
34        91st General Assembly and thereafter.

 1             (11)  Any other information that the Joint Committee
 2        on Legislative Support Services elects to make available.
 3        The  information  shall  be  made available to the public
 4    through the World Wide Web.   The  information  may  also  be
 5    made  available  by  any  other  means  of  access that would
 6    facilitate public access to the information.
 7        Any documentation that describes the  electronic  digital
 8    formats  of  the  information shall be made available through
 9    the World Wide Web.
10        Personal information concerning  a  person  who  accesses
11    this  public  information  may  be  maintained  only  for the
12    purpose of providing service to the person.
13        No fee or other charge may be imposed by the  Legislative
14    Information   System   as   a   condition  of  accessing  the
15    information, except that a reasonable fee may be charged  for
16    any  customized  services  and  shall  be  deposited into the
17    General Assembly Computer Equipment Revolving Fund.
18        The electronic public access provided through  the  World
19    Wide  Web  shall  be  in  addition to any other electronic or
20    print distribution of the information.
21        No action taken under this Section  shall  be  deemed  to
22    alter  or  relinquish  any  copyright  or  other  proprietary
23    interest  or entitlement of the State of Illinois relating to
24    any of the information made available under this Section.
25        The information shall be made available  as  provided  in
26    this  Section  in  the  shortest practicable time after it is
27    publicly available in  any  other  form;  provided  that  the
28    System may make information available under this Section only
29    if  the  availability  in  no  way  reduces  the  quality and
30    timeliness of service available to and  required  under  this
31    Act  for  legislative  users  and  does not unduly burden the
32    General Assembly or its support services  agencies.   Failure
33    to provide information under this Section does not affect the
34    validity  of any action of the General Assembly.  The General

 1    Assembly and the State of Illinois are  not  liable  for  the
 2    accuracy,  availability,  or  use of the information provided
 3    under this Section.

 5        Section 99.  Effective date.  This Act takes effect  upon
 6    becoming law.
