 1        AN ACT to promote economic development.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Civil Administrative Code of Illinois is
 5    amended by changing Section 46.6a as follows:

 6        (20 ILCS 605/46.6a) (from Ch. 127, par. 46.6a)
 7        Sec.  46.6a.  Grant  program  for   local   tourism   and
 8    convention  bureaus.     (1) To establish a grant program for
 9    local tourism and convention bureaus.   The  Department  will
10    develop  and  implement  a  program  for the use of funds, as
11    authorized under this Act, by local  tourism  and  convention
12    bureaus.   For  the purposes of this Act, bureaus eligible to
13    receive funds are defined as those bureaus in legal existence
14    as of January 1, 1985, which  are  either  a  unit  of  local
15    government  or incorporated as a not-for-profit organization,
16    are affiliated with one or more municipality or  county,  and
17    employ one full time staff person whose purpose is to promote
18    tourism.  Each  bureau receiving funds under this Act will be
19    certified by the Department as the  designated  recipient  to
20    serve  an  area  of the State. These funds may not be used in
21    support of the Chicago World's Worlds Fair.
22        (2)  To distribute grants to local tourism and convention
23    bureaus from appropriations made from the Local Tourism  Fund
24    for that purpose. Of the amounts appropriated annually to the
25    Department  for  expenditure  under this Section, 1/3 of such
26    monies shall be used for grants  to  convention  and  tourism
27    bureaus in cities with a population greater than 500,000. The
28    remaining  2/3  of the annual appropriation shall be used for
29    grants to such bureaus in the  remainder  of  the  State,  in
30    accordance  with  a formula based upon the population served.
31    The  Department  may  reserve  up  to  10%   of   the   total

 1    appropriated   to   conduct  audits  of  grants,  to  provide
 2    incentive  funds  to  those  bureaus   which   will   conduct
 3    promotional  activities  designed to further the Department's
 4    statewide advertising campaign,  to  fund  special  statewide
 5    promotional  activities,  and  to fund promotional activities
 6    which support an  increased  use  of  the  State's  parks  or
 7    historic sites.
