 1        AN ACT to  amend  the  Mental  Health  and  Developmental
 2    Disabilities Administrative Act by adding Section 71.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section  5.   The   Mental   Health   and   Developmental
 6    Disabilities  Administrative Act is amended by adding Section
 7    71 as follows:

 8        (20 ILCS 1705/71 new)
 9        Sec.  71.  Disease   management   pilot   program.    The
10    Department   shall   establish  a  3-year  pilot  program  to
11    institute disease management guidelines for the provision  of
12    behavioral health care services to persons who receive health
13    care  services  supported  in  whole  or  in part by State or
14    federal  funding.  To  implement  the  pilot   program,   the
15    Department  shall  contract  with  a  single community-based,
16    not-for-profit provider of  a  comprehensive  array  of  both
17    mental  health  and  chemical  dependency services located in
18    Peoria  County.   The  program  shall   develop   a   disease
19    management  approach  that  uses research-based best practice
20    guidelines to achieve the  desired  outcomes  with  the  most
21    efficient use of resources.

22        Section  99.  Effective date.  This Act takes effect upon
23    becoming law.
