 1        AN ACT to establish the Illinois Century Network.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 1.  Short title.  This Act may be  cited  as  the
 5    Illinois Century Network Act.

 6        Section  5.   Legislative findings and declarations.  The
 7    General Assembly finds and declares:
 8             (1)  That computing and communications  technologies
 9        are essential for sustaining economic competitiveness and
10        fostering the educational vitality of this State.
11             (2)   That  there  is  an  established  need  for  a
12        telecommunications   infrastructure   that  will  provide
13        high-speed, reliable,  and  unhindered  access  to  data,
14        video,  and  audio communications for schools, libraries,
15        colleges, and universities.
16             (3)  That a network is required  that  will  deliver
17        educational  programs,  advanced  training, and access to
18        the growing global  wealth  of  information  services  to
19        students in all parts of this State.

20        Section  10.   Illinois  Century  Network.   The Board of
21    Higher Education, the Illinois Community College  Board,  and
22    the State Board of Education shall work together and with the
23    Department  of  Central  Management Services and other public
24    and private partners as necessary  to  develop  the  Illinois
25    Century  Network.   The  Illinois  Century Network shall be a
26    high speed telecommunications network that provides  reliable
27    and  unhindered  communication  links  to  and among Illinois
28    schools, institutions of higher education, and libraries. The
29    Illinois Century Network shall build on existing  investments
30    in  technology, avoid duplication of future efforts, and have

 1    sufficient capacity and capability to stay current  with  the
 2    educational   and   research   requirements   of  educational
 3    institutions and with  rapid  technological  changes  in  the
 4    industry.   The Illinois Century Network shall be designed to
 5    enable this State to sustain  its  competitive  advantage  in
 6    academic  computing  and  networking.   The  Illinois Century
 7    Network  shall  be  capable  of  delivering  state-of-the-art
 8    education  and  training  and  provide  a   full   range   of
 9    educational  opportunities  anytime, anywhere.  A goal of the
10    Illinois Century  Network  shall  be  to  provide  access  to
11    network   technologies  for  those  schools  and  educational
12    institutions located in even the most remote  areas  of  this
13    State.

14        Section  99.  Effective date.  This Act takes effect July
15    1, 1999.
