 1        AN  ACT  to  amend  the  Metropolitan  Water  Reclamation
 2    District Act by adding Section 7h.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.  The  Metropolitan Water Reclamation District
 6    Act is amended by adding Section 7h as follows:

 7        (70 ILCS 2605/7h new)
 8        Sec. 7h.  Payments to Village of Thornton.
 9        (a)  In order to offset the lost revenues of the  Village
10    of  Thornton  resulting  from the Thornton Reservoir Project,
11    the District shall pay to the Village of Thornton  an  annual
12    amount of $407,387 in each of 16 years, beginning in 2000 and
13    continuing  through 2015.  This amount represents incremental
14    property tax losses in a TIF district.
15        (b)  The annual amount shall be adjusted upward when  the
16    Village  of  Thornton provides to the District substantiation
17    of the Village of Thornton's projected annual revenue  losses
18    resulting  from  the  Thornton  Reservoir  Project from these
19    sources: (i) use and occupation taxes, (ii)  vehicle  sticker
20    fees,    (iii)   utility   taxes,   (iv)   telecommunications
21    infrastructure  maintenance  fees,   (v)   cable   television
22    franchise fees, and (vi) business license fees.
23        (c)  In  order to make the annual payments to the Village
24    of  Thornton,  the  District  shall  impose  and  collect   a
25    surcharge  on  all property owners within the District to the
26    extent  of  the  benefit  they  receive  from  the   Thornton
27    Reservoir Project.

28        Section  95.  The State Mandates Act is amended by adding
29    Section 8.23 as follows:

 1        (30 ILCS 805/8.23 new)
 2        Sec. 8.23. Exempt mandate.   Notwithstanding  Sections  6
 3    and  8 of this Act, no reimbursement by the State is required
 4    for  the  implementation  of  any  mandate  created  by  this
 5    amendatory Act of the 91st General Assembly.
