 1                    AMENDMENT TO HOUSE BILL 1302

 2        AMENDMENT NO.     .  Amend House Bill 1302  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section 5.  The Property Tax Code is amended by changing
 5    Sections 7-5 and 7-10 as follows:

 6        (35 ILCS 200/7-5)
 7        Sec.  7-5.   Creation  of  Property Tax Appeal Board. The
 8    Property Tax Appeal  Board  shall  consist  of  9  members  5
 9    members  appointed  by  the  Governor,  with  the  advice and
10    consent of the Senate.  The Governor,  with  the  advice  and
11    consent  of the Senate, shall designate one of the members as
12    Chairman.  The property Tax Appeal  Board  shall  be  totally
13    independent  of the Department.  A vacancy on the Board shall
14    be filled in the same manner  as  original  appointments  are
15    made.

17        (35 ILCS 200/7-10)
18        Sec.  7-10.   Selection  of  members.  The members of the
19    Property Tax Appeal Board shall be qualified by virtue  of  5
20    years  experience and training in the field of public finance
21    administration, at least 2 years of which  shall  be  in  the

 1    field  of property appraisal and property tax administration.
 2    No more than 5 members 3 members of the Board may be  members
 3    of the same political party.  At least 4 members of the Board
 4    must  be  residents  of  Cook  County.   The  Chairman of the
 5    Property Tax Appeal Board shall receive $28,000 per year,  or
 6    an  amount set by the Compensation Review Board, whichever is
 7    greater; and each other member of  the  Board  shall  receive
 8    $22,500 per year, or an amount set by the Compensation Review
 9    Board, whichever is greater.
10        Of  the  original  5  members of the Board the terms of 2
11    members shall expire on the third Monday  in  January,  1995;
12    the  term  of  2  members shall expire on the third Monday in
13    January, 1997; and the term of one member shall expire on the
14    third Monday in January, 1999.  Of the 4 members of the Board
15    added by this amendatory Act of the  91st  General  Assembly,
16    the  term  of  2  members shall expire on the third Monday in
17    January, 2003 and the term of 2 members shall expire  on  the
18    third Monday in January, 2005.  Members shall be appointed in
19    each  odd-numbered  year  for a 6 year term commencing on the
20    third Monday in January of such year. Each member shall serve
21    until a successor is appointed and qualified.
