 1        AN ACT to amend the Mobile  Home  Park  Act  by  changing
 2    Sections 4 and 4.2 and adding Section 4.5.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The  Mobile  Home  Park  Act  is  amended  by
 6    changing  Sections  4  and  4.2  and  adding  Section  4.5 as
 7    follows:

 8        (210 ILCS 115/4) (from Ch. 111 1/2, par. 714)
 9        Sec. 4. New construction; permit. In order  to  obtain  a
10    permit  to  construct  a  new  mobile home park the applicant
11    shall file with the Department a written application and plan
12    documents, including the following:
13        (a)  The full  name  and  address  of  the  applicant  or
14    applicants,  or  names  and  addresses of the partners if the
15    applicant is a partnership, or the names and addresses of the
16    officers if the applicant is a corporation.
17        (b)  The address, location and legal description  of  the
18    tract of land upon which it is proposed to construct, operate
19    and maintain a mobile home park.
20        (c)  The name of the mobile home park.
21        (d)   Detailed  plans  and  specifications  sealed  by  a
22    registered engineer or architect licensed to practice in  the
23    State  of  Illinois  which include a general plot plan of the
24    mobile home park with all sites and structures  shown,    the
25    underground  storm  shelter  required  under Section 4.5, the
26    water  supply  system,  the  sewage  disposal   system,   the
27    electrical  system,  the  fuel  supply  system,  the lighting
28    system, the method of disposal of solid  waste,  all  streets
29    and sidewalks, swimming and bathing facilities, fire hydrants
30    and details of all auxiliary structures.
31        (e)  The  number  of  mobile  home  sites  proposed to be

 1    constructed or licensed.
 2        (f)  A statement of the fire-fighting facilities,  public
 3    or private, which are available to the mobile home park.
 4        (g) A plan review fee of $100, which is nonrefundable.

 7        Sec.  4.2.  Alteration  of  mobile  home park; permit. An
 8    application for a permit to alter a licensed mobile home park
 9    shall be submitted to the Department for any changes  to  the
10    water,  sewage, fuel, or electrical systems other than normal
11    maintenance, the relocation of sites or the expansion of  the
12    number   of   sites   in   the  park.    Detailed  plans  and
13    specifications shall be provided to show compliance with this
14    Act and the promulgated rules. If the application  is  for  a
15    permit  to alter the mobile home park by expanding the number
16    of sites, the  plans  and  specifications  must  include  the
17    underground storm shelter required under Section 4.5.  A plan
18    review  fee of $50 shall accompany the application.  This fee
19    shall not be  refundable.  Construction  shall  not  commence
20    until a permit is issued.

23        Sec.  4.5.  Underground storm shelter. If the application
24    for a permit (i) for new construction or (ii) for  alteration
25    of  a  licensed  mobile  home park by expanding the number of
26    sites in the park is filed after the effective date  of  this
27    amendatory  Act of the 91st General Assembly, the mobile home
28    park  must  include  an  underground  storm  shelter  with  a
29    capacity to shelter all residents of the mobile home park.
