 1        AN  ACT  to  amend  the  School  Code  by  adding Section
 2    2-3.126.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.  The School Code is amended by adding Section
 6    2-3.126 as follows:

 7        (105 ILCS 5/2-3.126 new)
 8        Sec. 2-3.126.  Student promotion policy grant program.  A
 9    student promotion policy grant  program  is  hereby  created.
10    The  program  shall  be  implemented  and administered by the
11    State Board of Education as provided in this Section.
12        From appropriations made for purposes of this Section the
13    State  Board  of  Education  shall  award  grants  to  school
14    districts that establish and implement a policy  for  student
15    promotion.
16        Grants  shall  be  awarded  pursuant to application.  The
17    form and manner of applications  and  the  criteria  for  the
18    award  of  grants  shall  be prescribed by the State Board of
19    Education.  However, the  grant  criteria  as  so  prescribed
20    shall provide that no school district is eligible for a grant
21    under  this  Section  unless the student promotion policy, as
22    established,  implemented,  and  enforced  in  the  applicant
23    district for students who do not  qualify  for,  or  who  may
24    require   remedial   assistance  in  order  to  qualify  for,
25    promotion to the next higher grade,  includes  either  (1)  a
26    summer  bridge  program  of  no  less than 90 hours, or (2) a
27    program of increased instructional time under which  students
28    who  are  assigned  to  the  program  for remedial assistance
29    receive more clock hours of instruction during the school day
30    and school week than are required for non-program students of
31    the district, or (3) both of the programs described in  items

 1    (1) and (2) of this paragraph.
 2        Grants  awarded  to eligible districts under this Section
 3    shall be used and applied by  the  districts  to  defray  the
 4    costs  and  expenses  of  implementing  and  enforcing  their
 5    respective student promotion policies.
 6        The  State  Board  of  Education  shall  adopt any rules,
 7    consistent with the requirements of this  Section,  that  are
 8    necessary  to  implement and administer the student promotion
 9    policy grant program.

10        Section 99.  Effective date.  This Act takes effect  July
11    1, 1999.
