Provides for distribution of moneys in the State College and University Trust Fund to public colleges and universities by April 1 (rather than on January 1). Provides that applications for certain off site sale or exhibition permits must be received by the Secretary of State before (rather than at least 10 days before) the beginning date of the sale or exhibition.
