REV CRDT INTEREST ON OLD DEBT                                              

Synopsis of Bill as introduced:
        Amends the Illinois Financial Services Development Act.  Provides      
   that changes in interest rates may not  be  made  applicable  to  debt      
   incurred  prior  to  the  effective  date of the change in the rate of      
   interest.  Effective July 1, 1998.
