Provides that property owned by metropolitan water reclamation districts in counties with a population greater than 3,000,000 is exempt for purposes of taxing leased property. Provides that a tax may be levied upon a lessee of the district's property or upon any improvements constructed and owned by individuals or entities different from the district. SENATE AMENDMENT NO. 1. Provides that exempt property owned by a metropolitan water reclamation district leased to an non-exempt entity remains exempt.
