Deletes reference to: 430 ILCS 45/10 Adds reference to: 430 ILCS 45/4 from Ch. 111 1/2, par. 954 Replaces everything after the enacting clause. Amends the Illinois Chemical Safety Act to exempt certain facilities from Chemical Safety Contingency Plan requirements under the Act. HOUSE AMENDMENT NO. 1. Adds reference to: 430 ILCS 45/3 from Ch. 111 1/2, par. 953 Deletes everything. Amends the Illinois Chemical Safety Act, in- cluding the Section amended by the engrossed bill. Revises the defini- tion of "chemical substance". Sets forth exclusions from that term. Allows a business to establish eligibility for exemption from the Chemical Safety Contingency Plan requirements through written cerifi- cation that is verified by the Environmental Protection Agency. De- letes 2-year limit on exemptions to those requirements. Effective immediately.
